Background
Central Governments "Modernising Government" calls
for better use of official information. It has produced guidelines
and standards to aid local government in following this agenda.
One of its major standards is the e-Government
Metadata Standard (eGMS). This promotes joined-up systems,
policies, and services designed around the needs of citizens,
and outlines the reasons for its development. http://www.govtalk.gov.uk
Additionally all local government is required to become eGovernment
Interoperability Framework (eGIF) compliant by 2005.
West Sussex had already identified the need
to introduce an organisational information architecture in
order to serve the public in terms of gaining better access
to better services. In line with this need and to meet the
new standards
West Sussex County Council formally decided
to create its own metadata standard for use at all authority
levels, Parish, District, Borough and County, and an information
repository. The Boroughs and Districts strongly supported
this collaboration and with the funding from the Pathfinder
this became a viable aim
Vision
The vision is that the citizen has easy access to information
and services, whenever and wherever they require, and in their
required format, regardless of the way that they access that
information. This is illustrated in diagrammatic
form below.
The I-Man (Information Manager) project
addresses the needs to organise and deliver information to
citizens within the statutory legislation and recommended
guidelines, and the detail of this is illustrated
below.

Aims
Primary Aim
To build an infrastructure to allow the user to easily find
information in the way they want, whenever and however they
require it, regardless of the way that they access it
Sub-Aims
- To identify the signposting mechanism in
the form of organised categorisation and indexing of services
- To build an information repository (a 'store'
to contain metadata)
- To develop tools to manage data within
the information repository
